That constraint is deliberate rather than reluctant. Swedish transport law makes the sequence explicit: the permit comes before the vehicle, and an operator who announces a service before holding one is describing something that does not legally exist yet.
The foundation is the asset. The four directions are applications of it, and each one is at a different distance from being real.

A small operator who knows one corridor well can beat a national platform's generic allocation on that corridor. It is why local dispatch firms persist. It is also the only claim about geography this site can honestly make: this is where the work is intended to happen, not where a service is available.
Every page carries one of four lifecycle labels. They exist to stop a plan from reading like a business.

Labelling reduces the risk of a misleading public claim. It does not remove legal exposure, and it is not a substitute for the permits and registrations that have not yet been obtained.
